It is being said that the constable posted in the 41st Battalion of Keripub had earlier presented a request for permission to marry a Pakistani woman named Meenal Khan. However, before the procedure or approval by the department, the marriage was allegedly concluded on 24 May 2024 through WhatsApp video calls. This alleged unauthorized act has initiated formal review and disciplinary process.

What was the policy decision of CRPF: The report also stated that it was a policy decision and the Jammu and Kashmir region suggested that the request of marriage cannot be accepted. The report said that since the matter of marriage to a Pakistani girl in the current case and a case of national security, there is a need for a policy decision, the proposal was re -presented to the headquarters, Jammu and Kashmir region through this office letter, which was given an opinion that NOC could not be given and policy decisions should be taken to deal with such cases. According to the report, several flaws were found in the conduct of the constable, including not informing the department about living in India even after the validity of his wife’s visa and allegedly giving potentially misleading statements in the court proceedings. Nikah without permission: It is being told that Constable Munir Ahmed did not inform the department about various developments. The message stated that the matter of permission with the Pakistani girl was pending with the department i.e. Keripub, but Munir Ahmed married Meenal Khan without waiting for the decision or permission from the department.

Sources say that Munir Ahmed’s wife Meenal Khan entered India from the Wagah border via Pakistani passport on a valid tourist visa till 22 March 2025, but the person did not inform the department that his wife is living in India even after the visa is over. In addition, he had said that his wife had applied for a long -term visa, but the person did not inform the department about this fact. No approval was received: Keripub sources used to say that the report sent to the Center also said that the constable claimed in the court that he had informed Keripub about his marriage, but no such approval was given. The report said that the marriage was done digitally through WhatsApp period, which raises questions on procedural and legal validity. The presence of his Pakistani spouse and not disclosing the visa status is a potential security concern.

Remember, Khan was taken to the Wagah border for exile in view of the recent Pahalgam terror attack and all Pakistani citizens to deport all Pakistani citizens. However, the Jammu and Kashmir High Court allowed him to stay for 10 days on April 29, 2025 until further hearing. Keripub concluded that the constable has violated the conduct rules under Rule 21 (3) of the CCS (Conduct) Rules, 1964 and is now being considered departmental disciplinary action. However, the statement of Munir Ahmed or Keripub could not be obtained in this regard.
