Why did American couple come to Mizoram?
Officials say that Walter Frederick Kuan has no connection with a rebel group. However, some other intelligence agencies allege that they came to Mizoram to meet the founding leader of the Cookie-Chain National Army (KNA). KNA is a rebellious group located in Chittagong Hill Tracts (CHT) in Bangladesh. The group is demanding autonomy for the Mizo people of the Bam tribe. These people live in Chittagong Hill Tracts.

It is reported that KNA’s founder leader Nathan Hlavancheau Bam is in the southern Longtalai district of Mizoram, bordering the border of Myanmar. An intelligence officer said that we have no idea that this couple has any connection with Nathan Hlavancheu balm or any other KNA leader. We caught them and sent them back because they came to the state where the Protected Area Regim (Par) is applicable and did not take a pap from MHA, which is necessary for foreigners coming to the state.
What is the Protected Area Regim?
MHA re -implemented Par in December last year to monitor the movement of foreigners. It was earlier removed for a year in these three states in 2010. Later, the period of this order was extended for five years. The latest order to relax the Regim was issued on 16 December 2022 and it was valid until December 2027. But it was canceled in December 2024.
MHA withdrew the discount after 14 years. In December last year, MHA wrote a letter to the Chief Secretaries of the three states. Since then, foreigners visiting these three northeastern states will have to take permission and special permits before the government, as before 2010. All this will be according to foreigners (protected area) order, 1958. Meaning people of certain countries are required to take PAP from MHA to go to three northeastern states bordering Myanmar – Manipur, Mizoram and Nagaland.
